AWIA Compliance for Water Utilities
America's Water Infrastructure Act (AWIA) requires community water systems serving more than 3,300 people to complete a Risk and Resilience Assessment (RRA) and an Emergency Response Plan (ERP), certify them to the U.S. EPA, and keep them current. EGI helps your team complete every step: organized, documented and on time.
Who must comply, and when
Deadlines depend on the population your system serves. If your system serves 3,301 to 49,999 people, your Emergency Response Plan is due December 31, 2026.
| Population served | Risk and Resilience Assessment | Emergency Response Plan |
|---|---|---|
| 100,000 or more | March 31, 2025 | September 30, 2025 |
| 50,000 to 99,999 | December 31, 2025 | June 30, 2026 |
| 3,301 to 49,999 | June 30, 2026 | December 31, 2026 |

What EGI provides
One organized process from first status check to certification, then year-round readiness for the next cycle.
Compliance status check — a clear picture of where your Risk and Resilience Assessment and Emergency Response Plan stand today, and what is left to do
A secure compliance portal — where your team records RRA and ERP status, record retention, internal approval and certification evidence; your utility owns its data
EGI review of every step — an independent second set of eyes on each section before your authorized official signs
Deadline and next-step reminders — plain emails that tell the right person what is due next, on business days
Readiness reports — a status report and a completion summary you can share with your board or council
Corrective action tracking — every gap becomes an owned, dated action, and closes when it is fixed
Exercises and OT/SCADA security reviews — tabletop and emergency exercises, and operational-technology security reviews that feed your assessment
18 years supporting a municipal water utility, with zero cybersecurity incidents, zero AWIA violations and zero unplanned downtime.
The same discipline now goes into every utility EGI supports.
Two ways to start
Compliance Start
A focused 90-day push to get your Risk and Resilience Assessment and Emergency Response Plan organized, reviewed and ready to certify. If you continue with a multi-year agreement within 90 days, your Compliance Start payment is credited to year one.
Compliance-to-Compliance Agreement
Year-round support through the full five-year cycle: reminders, reviews, corrective-action tracking and readiness reports, at an annual price locked for the term. Fees are set by the size of your system.
Your utility certifies. EGI keeps you ready.
Certification to EPA is always made by your utility's authorized official. EGI organizes the work, reviews it, and documents it so your team can certify with confidence, then keeps the plan current through each review cycle.
EGI provides advisory, operational, and technology services, working alongside licensed engineers and engineering firms where a project requires them.
